An overview of the national efforts to ensure permanent families for abused and neglected children accompanies State-by-State snyopses of progress in terms of training, meetings, legislation, and court rules.
Abstract
The National Council of Juvenile and Family Court Judges established its Permanency Planning for Children Project in 1981, following the completion of a 7-year Children in Placement Project. Both projects aimed to eliminate foster care drift through regular judicial review of all children in placement. Initial project efforts focused on five States. Achievements included increased judicial review, cooperation between courts and social service agencies, and expanded services for victims of abuse and neglect. The particularly successful model used in Missouri was applied in other States and became the basis of training and technical assistance in all 50 States and the District of Columbia. The task forces in most States continue to work to improve laws, policies, and practices affecting abused and neglected children.
