STATISTICAL DATA ON EMPLOYMENT, TRAINING, PROMOTION, COMPENSATION, AND RETIREMENT TABULATED ACCORDING TO CITY SIZE AND GEOGRAPHICAL REGION.
Abstract
TO OBTAIN DATA ON PERSONNEL PRACTICES IN MUNICIPAL POLICE DEPARTMENTS, THE INTERNATIONAL CITY MANAGEMENT ASSOCIATION (ICMA) SURVEYED ALL CITIES 50,000 AND OVER IN POPULATION. OF 409 CITIES SURVEYED, 307 (75 PERCENT) RESPONDED. THIS SIXTEEN PAGE PAMPHLET PRESENTS THE RESULTS OF THAT SURVEY IN BOTH NARRATIVE AND TABULAR FORM. AN INDIVIDUAL LISTING FOR EACH CITY PARTICIPATING IN THE SURVEY IS PROVIDED IN THE TABLE DETAILING MINIMUM AND MAXIMUM SALARIES FOR POLICE PERSONNEL FROM PRIVATE THROUGH CHIEF AND COMMISSIONER. NEARLY ALL OF THE CITIES REPORTING MAINTAIN A MINIMUM EDUCATION STANDARD FOR INITIAL APPOINTMENT TO THE POLICE PRIVATE POSITION, 90 PERCENT REQUIRE A HIGH SCHOOL DIPLOMA OR ITS EQUIVALENT. TWO HUNDRED AND THIRTY-FOUR CITIES REPORTED THAT AN AVERAGE OF SEVEN PERCENT OF THE TOTAL UNIFORMED POLICE FORCE ARE MINORITY GROUP MEMBERS. SIX PERCENT ARE PRIVATES, WHILE ONLY ONE PERCENT ARE OFFICIALS (SERGEANT OR ABOVE). OF 278 CITIES REPORTING, 46 (17 PERCENT) INDICATED THAT THEY HAVE POLICEWOMEN ASSIGNED TO PATROL. THE 40-HOUR WORK WEEK IS STANDARD FOR THE MAJORITY OF POLICE PERSONNEL. SIXTEEN PERCENT OF THE CITIES RESPONDING HAVE ADOPTED THE 4-DAY WORK WEEK. ONLY 37 PERCENT OF THE CITIES HAVE A SALARY SCHEDULE WHICH PROVIDES FOR INCREASED SALARY FOR POLICE PERSONNEL TAKING ADVANCED EDUCATION BEYOND HIGH SCHOOL.
