DESCRIPTION OF THE OPERATION OF THE CLEVELAND DRUG ABUSE PROGRAM, A PRETRIAL INTERVENTION TASC (TREATMENT ALTERNATIVES TO STREET CRIME) PROJECT BEGUN IN JANUARY 1973.
Abstract
THE TASC RATIONALE ATTEMPTS TO INTERRUPT THE DRUG DEPENDENCY-CRIME-ARREST-IMPRISONMENT-DRUG DEPENDENCY CYCLE. THE INTRUSION OF TREATMENT AS SOON AFTER ARREST AS POSSIBLE IS BASED ON A THEORETICAL PROPOSITION THAT REHABILITATION WILL HAVE A GREATER IMPACT WHEN THE ADDICTED PERSON IS MOST SUSCEPTIBLE. THE CLEVELAND PROJECT'S GOAL IN THIS AREA WAS TO PERFORM INTAKES IN JAIL ON THOSE ARRESTEES WITH CONFIRMED DRUG PROBLEMS BUT WHO WHO ENROLLED IN A DRUG TREATMENT PROGRAM, AND THEN MEDICATING THOSE ARRESTEES ON A RAPID DETOXIFICATION SCHEDULE. THE PRETRIAL COURT REFERRAL PROCESS DEVELOPED EMPHASIZES INTERVENTION RATHER THAN DIVERSION. PROGRAM COURT REPRESENTATIVES MAKE RECOMMENDATIONS OR REQUESTS TO THE COURT FOR LOW BOND OR RELEASE ON RECOGNIZANCE WITH A CONDITION OF RELEASE BEING PROGRAM TREATMENT. AT SENTENCING, REPORTS ON DEFENDANT PARTICIPATION AND PROGNOSIS FOR SUCCESSFUL TREATMENT SUBMITTED, ALONG WITH PROBATION RECOMMENDATIONS. FOLLOWING A DISPOSITION WITH TREATMENT CONDITION, MONTHLY REPORTS ARE ISSUED TO THE ASSIGNED PROBATION OFFICER, INDICATING THE CLIENT'S TREATMENT PROGRESS....ELW
