GUIDELINES FOR DESIGNING PROCESS AND OUTCOME EVALUATIONS OF INDIVIDUAL COEDUCATIONAL CORRECTIONAL INSTITUTIONS ARE PRESENTED.
Abstract
THE GUIDELINES REPRESENT A SPECIFICATION OF THE MORE EXTENSIVE MEASUREMENT MODEL DEVELOPED AS PART OF THE NATIONAL EVALUATION PROGRAM PHASE I ASSESSMENT OF COEDUCATIONAL CORRECTIONAL INSTITUTIONS. ISSUES SURROUNDING THE EVALUATION OF SUCH INSTITUTIONS ARE DISCUSSED, AND GENERAL CONSIDERATIONS IN THE DESIGN OF EVALUATION RESEARCH ARE REVIEWED. VARIABLES TO BE CONSIDERED AND CONTROLLED IN CROSS-INSTITUTIONAL STUDIES AND IN BEFORE-AFTER COMPARISONS WITHIN SINGLE INSTITUTIONS ARE IDENTIFIED. A CHART DEPICTING DESCRIPTIVE OBJECTIVES, ANTICIPATED OUTCOMES, AND POSSIBLE SOURCES OF EVALUATION DATA FOR THREE PROGRAMMATIC MODELS OF CO-CORRECTIONS (REINTEGRATION, INSTITUTIONAL CONTROL, THERAPY) AND TWO NONPROGRAMMATIC MODELS (SURVEILLANCE AND SANCTION, AND ALTERNATE CHOICE) IS PRESENTED AS AN AID IN CLARIFYING OUTCOMES THAT MAY BE ASSOCIATED WITH CO-CORRECTIONAL PROGRAMS. MEASUREMENT TECHNIQUES AND INSTRUMENTS OF USE IN OUTCOME EVALUATIONS ARE DISCUSSED BRIEFLY. A DISCUSSION OF PROCESS EVALUATION FOCUSES ON KEY POLICY DECISIONS IN COEDUCATIONAL CORRECTIONS AND ON POLICY-MONITORING TECHNIQUES. A BIBLIOGRAPHY AND A FLOW DIAGRAM OF THE MEASUREMENT MODEL ARE PROVIDED. (LKM)
