AN ASSESSMENT OF THIS PROJECT WHICH PROVIDES ALTERNATIVES TO INCARCERATION FOR ADULT MALES THROUGH A RESIDENTIAL PROGRAM WITH COUNSELING, EMPLOYMENT, AND FINANCIAL GUIDANCE SERVICES.
Abstract
RESIDENTS ARE REFERRED TO THE PROGRAM BY VARIOUS COURT, CORRECTIONAL, AND COMMUNITY AGENCIES. THE FIRST RESIDENTS WERE ADMITTED IN NOVEMBER OF 1972 AND BY JANUARY OF 1975, A TOTAL OF 260 PERMANENT AND TEMPORARY RESIDENTS HAD BEEN ADMITTED. OTHER ACTIVITIES OF THE PROJECT INCLUDE GROUP COUNSELING SESSIONS, USE OF COMMUNITY RESOURCES FOR MEDICAL AND RECREATIONAL PURPOSES, AND EMPLOYMENT DEVELOPMENT. THE EVALUATION DATA COLLECTION CONSISTED OF A REVIEW OF CENTER RECORDS. INTERVIEWS WITH STAFF AND RESIDENTS, INTERVIEWS WITH RELATED PROGRAMS AND A FOLLOW-UP ON CENTER PROBATIONERS THROUGH PROBATION DEPARTMENT FOLDERS. THE EVALUATION REPORT INCLUDES INFORMATION ON PROJECT PROGRESS, EVALUATION ACTIVITIES, PROJECT RESULTS, AND FINDINGS AND RECOMMENDATIONS. THE PROJECT WAS FOUND TO BE IN COMPLIANCE WITH EQUAL EMPLOYMENT OPPORTUNITY GUIDELINES. IT WAS ALSO FOUND TO BE ACCOMPLISHING ITS STATED OBJECTIVES. ESPECIALLY NOTED WERE THE COHESION OF RESIDENTS, THE EMPLOYMENT PLACEMENT ACTIVITIES, AND THE UTILIZATION OF COMMUNITY RESOURCES. PROGRAM COSTS WERE HIGH, AT 10,400 DOLLARS PER CLIENT COMPARED TO 6,000 DOLLARS FOR OTHER PHILADELPHIA RESIDENTIAL PROGRAMS. REFUNDING WAS RECOMMENDED. FOR THE UPDATE REPORT, SEE NCJ-26202.
