PRE-HEARING INTENSIVE SUPERVISION (PHIS) IS THE NAME OF A SPECIAL UNIT OF THE PHILADELPHIA JUVENILE COURT WHICH PROVIDES A SUPERVISED ALTERNATIVE TO DETENTION PRIOR TO ADJUDICATION.
Abstract
THIS EVALUATION OF THE PHIS PROGRAM WAS MADE FROM MAY 1, 1975 TO MARCH 1, 1976. THE MAJOR AIM OF PHIS IS TO ENABLE A JUVENILE TO MAINTAIN A REASONABLY NORMAL LIFE WHILE AWAITING AN ADJUDICATORY HEARING. THE JUVENILES, SUPERVISED BY PROBATION OFFICERS, RESIDE AT HOME AND ATTEND SCHOOL AS USUAL. COMPARED TO A SAMPLE OF BOYS ON UNSUPERVISED RELEASE THE PHIS BOYS WERE FOUND TO BE LESS LIKELY TO BE REARRESTED FOR ANOTHER CRIME, LESS LIKELY TO BE ADJUDGED DELINQUENT ON THE CURRENT CHARGE, AND LESS LIKELY TO BE INSTITUTIONALIZED AFTER THE HEARING. NO MAJOR CHANGES ARE RECOMMENDED FOR THE PROGRAM. (AUTHOR ABSTRACT MODIFIED)...MSP
