This manual for staff and residents describes the policies and operations of the Philadelphia Prisons' Pre-Release Program.
Abstract
The program, which operates out of the Pre-Release Center, includes work, educational, and medical release components. The program allows inmates to work, study, or obtain medical assistance outside the prisons while they are still serving their sentences. It aims to ease the transition from institutional to community life. Participants receive room and board at a modest cost, assistance in the management of their financial affairs, and counseling. Social awareness groups provide new participants with instruction in communication and problem-solving skills, financial management, legal procedures, and other topics necessary to successful social integration. Individual chapters provide information on program rules, day-room regulations, personal hygiene, programs and services, and finances. Others focus on meals and rooms, travel, recreation, the phase system, the social awareness groups, and passes and furloughs. An organizational diagram is included.
