Abstract
IT IS GENERALLY CONCLUDED THAT SPEEDY, FAIR JUSTICE IS NOT BEING PROVIDED, ALTHOUGH PRAISE IS OFFERRED FOR IMPROVEMENT AND INNOVATION THAT IS UNDERWAY. A CHIEF DEFICIENCY IS CONSIDERED TO BE A STRONG TENDENCY TO NEGLECT THE CRIMINAL JUSTICE SYSTEM AS A WHOLE WHILE EACH PART OF THE SYSTEM COMPETES WITH OTHER SUBSYSTEMS FOR FUNDS AND ATTENTION. IMPROVEMENTS ARE SUGGESTED FOR LONG-RANGE PLANNING FOR THE SYSTEM AS A WHOLE, MANNING THE COURTS, REDUCING THE NUMBER OF CASES IN THE SYSTEM, BAIL PROCEDURES, AND PROBATION AND CORRECTIONS. SUGGESTIONS FOR PROCEDURAL CHANGES IN CRIMINAL TRIALS ARE ALSO OFFERRED.
