THIS IS THE REPORT OF AN EVALUATION OF A SPECIALIZED INVESTIGATION UNIT WHOSE PRIMARY FOCUS IS ON STOLEN PROPERTY TRAFFICKING (FENCING).
Abstract
THE INTRODUCTION WAS TAKEN FROM THE BURGLARY TASK FORCE GRANT APPLICATION AND EXPLAINS THE PROGRAM CONCEPT, INTENT, AND IMPLEMENTATION. THE METHOD SECTION DESCRIBES THE EVALUATION DESIGN, WHILE THE RESULTS AND DISCUSSION SECTIONS PRESENT THE DATA ANALYSIS AND INTERPRETATION OF RESULTS, RESPECTIVELY. THE EVALUATORS CONCLUDED THAT THE UNIT HAS NOT SERVED AS A SIGNIFICANT DETERRENT FORCE TO BURGLARY IN PIERCE COUNTY. THE LIMITED SUCCESS OF THE UNIT IS PARTIALLY ATTRIBUTED TO A LACK OF RESOURCES. NO PROVISION WAS MADE FOR 'BUY MONEY' IN THE GRANT AND, CONSEQUENTLY, BURGLARY TASK FORCE INVESTIGATORS WERE FORCED TO PERFORM THEIR JOB WITHOUT ONE OF THE PRIMARY TOOLS OF THE FENCE DETECTIVE.
