REPORT OF A GOVERNMENT ACCOUNTING OFFICE (GAO) STUDY TO ASSESS THE EFFECTIVENESS OF THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION'S (LEAA) MANAGEMENT OF ITS PILOT CITIES PROGRAM.
Abstract
THE STUDY WAS UNDERTAKEN TO DETERMINE WHETHER LEAA HAD ADEQUATELY PLANNED AND MANAGED THE PILOT CITIES PROGRAM TO DEMONSTRATE THAT RESEARCH IMPROVED THROUGH DIRECT FINANCING COULD BRING ABOUT BETTER PLANNING OF CITY AND COUNTY CRIME REDUCTION PROGRAMS WHICH COULD LATER BE APPLIED NATIONALLY. THE GAO STUDY TEAM REVIEWED IN DETAIL THE OPERATIONS OF THE PILOT CITY TEAMS IN ALBUQUERQUE, DAYTON, NORFOLK, OMAHA, AND SANTA CLARA AND BRIEFLY VISITED AND INVESTIGATED OPERATIONS IN CHARLOTTE, DES MOINES, AND ROCHESTER. FINDING INDICATED THAT ONLY THREE OF THE TEAMS HAD PROGRESSED SATISFACTORILY AND THAT, ALTHOUGH THE EIGHT CITIES INVOLVED BENEFITTED FROM THE PROGRAM, THE OVERALL PROGRAM FELL SHORT OF ITS GOALS FROM A NATIONAL STANDPOINT. RECOMMENDATIONS INCLUDED A PHASE OUT OF THE PROGRAM WHICH BEGAN IN JULY 1974 AND BETTER LEAA MANAGEMENT OF FUTURE PROJECTS UNDER ITS DIRECT FINANCIAL CONTROL. APPENDED INFORMATION CONTAINS LISTS OF PROJECTS FUNDED WITH LEAA PILOT CITIES FUNDS AND JUSTICE DEPARTMENT OFFICIALS RESPONSIBLE FOR ADMINISTERING ACTIVITIES DISCUSSED IN THE REPORT.
