This interim report describes the staff training and quality-control monitoring that has occurred during the pilot implementation of a new inmate classification scale in Canada, provides an overview of staff acceptance of the new instrument, and presents preliminary data on the extent of agreement between actual placement decisions and the security levels derived from the scale.
Abstract
The Senior Management Committee of the Correctional Service of Canada approved the pilot implementation of the Custody Rating Scale in June 1988. The pilot use of the scale was initiated in the Pacific Region on July 15, 1988 and in the Quebec Region on August 1, 1988. All field staff using the scale received 1-day training workshops. The workshops were generally regarded as useful. In addition, staff generally accepted the scale as an accurate tool for classification. Data from the initial ratings showed that the number of inmates placed in minimum-security facilities was much lower than the number assessed at this level by the custody rating scale. The offenders who were most likely to be overclassified were older, generally well adjusted, without a substantial criminal career, and with no prior history of institutional disruption.
