A PROFILE OF THE JUVENILE STATUS OFFENDERS BROUGHT BEFORE THE JUVENILE COURT, LEGISLATIVE HISTORY ON THE PERSONS IN NEED OF SUPERVISION (PINS) JURISDICTION, AND RECOMMENDATIONS FOR CHANGE IN SERVICES FOR PINS CHILDREN.
Abstract
DURING THE WINTER AND SPRING OF 1972 THE OFFICE OF CHILDREN'S SERVICES (OCS) CONDUCTED A SURVEY OF 316 CHILDREN ADJUDICATED AS PINS. INFORMATION WAS GATHERED FROM THE PROBATION INVESTIGATION REPORTS AND OTHER MATERIALS IN THE JUVENILES' FOLDERS. COURT PROCEDURES WITH RESPECT TO PINS CHILDREN, AND A DESCRIPTION OF SPECIFIC HANDLING OF THE 316 CHILDREN BY THE COURT, PROBATION, AND DETENTION FACILITIES ARE PROVIDED. PARTICULAR ATTENTION IS GIVEN TO DIFFERENCES IN DISPOSITION AND TREATMENT BY ETHNIC BACKGROUND, RELIGION, SEX, AND AGE. COMMON CHARACTERISTICS OF THESE CHILDREN WERE FOUND TO BE SERIOUS EMOTIONAL PROBLEMS, DISORGANIZED OR BROKEN HOMES, POOR NEIGHBORHOODS, AND INADEQUATE OR REJECTING PARENTS. SOCIAL, ECONOMIC AND DEMOGRAPHIC DATA IS SUPPLIED FOR THE SUBJECT GROUP. RECOMMENDATIONS CONCERNING APPROPRIATIONS FOR SERVICES AND REGULATIONS FOR NON-DISCRIMINATORY ACCESS TO TREATMENT FACILITIES ARE OUTLINED.
