THIS REPORT DESCRIBES THE PROGRESS MADE BY NEW YORK STATE'S DIVISION FOR YOUTH IN DIVERSIFICATION OF PLACEMENTS FOR DELINQUENT YOUTH AND YOUTH WITH SPECIAL PROBLEMS.
Abstract
EFFORTS AT PLACEMENT DIVERSIFICATION HAVE RESULTED FROM BOTH LEGAL AND POLICY MANDATES, STARTING WITH THE FEDERAL JUVENILE JUSTICE AND DELINQUENCY PREVENTION ACT OF 1974. AMONG IDENTIFIABLE GROUPS OF YOUTH WITH SPECIAL NEEDS REFERRED TO THE DIVISION ARE SERIOUS DELINQUENTS, YOUNGER CHILDREN, ADOLESCENT FEMALES, AND CHILDREN WITH ACUTE MENTAL HEALTH PROBLEMS OR LEARNING DISABILITIES. THE DIVISION'S FIVE GOALS ARE TO (1) EXPAND AND DIVERSIFY AVAILABLE PLACEMENTS; (2) ASSURE UNIFORM STANDARDS OF EDUCATIONAL, COUNSELING, PSYCHIATRIC, PSYCHOLOGICAL, AND OTHER REHABILITATION SERVICES; (3) REGIONALIZE REHABILITATIVE SERVICES ADMINISTRATION; (4) ESTABLISH CONTINUITY OF SERVICE AND SUPERVISION FOR EACH YOUTH REFERRED TO THE DIVISION; AND (5) COORDINATE DIVISION PROGRAMS AND RESOURCES WITH THE EFFORTS OF OTHER PUBLIC AND PRIVATE AGENCIES. DURING 1975-1976 THE USE OF COMMUNITY-BASED PROGRAMMING INCREASED, AND INDEPENDENT LIVING PROGRAMS AND DAY SERVICE PROGRAMS WERE DEVELOPED. PLACEMENTS IN TRAINING SCHOOLS ARE PREDICTED TO ALMOST DROP BY ALMOST ONE-HALF BETWEEN JANUARY 1976 AND MARCH 1977. USE OF SHORT-TERM ADOLESCENT RESIDENTIAL TREATMENT (START) CENTERS, URBAN HOMES, AND FOSTER CARE WILL INCREASE. OTHER PLACEMENT ALTERNATIVES INCLUDE SECURE CENTERS AND SPECIAL RESIDENTIAL PROGRAMS. YOUTH SERVICE TEAMS HAVE BEEN DEVELOPED TO PROVIDE CONTINUITY OF SERVICE TO YOUTH. THE DIVISION WILL ALSO PROVIDE EMPLOYMENT, VOCATIONAL TRAINING PROGRAMS, AND A SUPPORTED WORK DEMONSTRATION PROJECT. TWO MODELS OF INDEPENDENT LIVING HAVE ALSO BEEN ESTABLISHED. A MAP, LIST OF REGIONAL DIRECTORS AND DISTRICT SUPERVISORS, A FLOW CHART, TABLES SUMMARIZING PLACEMENTS, AND A LIST OF TRAINING SCHOOLS AND SECURE CENTERS ARE APPENDED.
