Six papers discuss due process in juvenile treatment admissions, the placement of children into treatment, juvenile treatment facilities and funds, the civil commitment of juveniles, and monitoring treatment and release.
Abstract
The paper on due process in juvenile treatment admissions focuses on the need for court involvement in treatment admissions, components of a due process approach to admissions, and selected sections of the Juvenile Code Revision Task Force Bill. The discussion of the placement of children into treatment examines relevant juvenile court process, probate-court procedures, voluntary placements, and a bill of rights for patients and residents of health care facilities. A review of facilities considers the decisionmaking checklist pertinent to admission to facilities, factors in the selection of a facility, determination of the length of time in a facility, and payment for treatment in a facility. Among the issues addressed in considering the civil commitment of juveniles are an effective care program and its results, criteria for inpatient psychiatric treatment, and criteria for residential chemical dependency treatment. Issues pertinent to a treatment plan and to release are discussed, along with the right to refuse treatment.
