THIS DOCUMENT OUTLINES THE PROJECT OPERATIONS, PROJECT GOALS, AND SYSTEM PROCESS OF THE PROSECUTION ASSISTANCE BUREAU, AND LISTS THE PRIMARY EVALUATION DATA NECESSARY FOR A PROJECT ASSESSMENT.
Abstract
THE PROSECUTION ASSISTANCE BUREAU (PAB) WAS ESTABLISHED BY THE ILLINOIS ATTORNEY GENERAL'S OFFICES TO RENDER ASSISTANCE TO SMALL LOCAL PROSECUTORS' OFFICES IN CASES WHICH THE LOCAL PROSECUTOR IS NOT EQUIPPED TO HANDLE, DUE TO CASE COMPLEXITY, LACK OF MANPOWER, OR LACK OF SPECIALIZED SKILLS. THE PAB STAFF CONSISTS OF 16 PARTTIME ATTORNEYS AND THREE INVESTIGATORS. REQUESTS FOR ASSISTANCE BY LOCAL PROSECUTORS ARE RECEIVED BY THE PAB AND ARE ACCEPTED OR REJECTED, BASED ON APPARENT NEED, AVAILABILITY OF MANPOWER, AND ABILITY OF PAB STAFF TO PROVIDE THE NECESSARY ASSISTANCE. THE GOALS OF PAB ARE OUTLINED, AND FROM THESE A SET OF EVALUATION CRITERIA ARE DEVELOPED. ADDITIONAL EVALUATION CRITERIA ARE DEVELOPED FROM A REVIEW OF THE INTERACTION PROCESS BETWEEN PAB AND THE LOCAL PROSECUTORS. THE NEEDED EVALUATION DATA ELEMENTS TO BE COLLECTED FROM LOCAL PROSECUTORS INCLUDE SIZE AND WORKLOAD OF THE OFFICE, KNOWLEDGE OF PAB, EXPERIENCE WITH PAB DENIALS AND ACCEPTANCES, AND FUTURE RELATIONS WITH PAB. IT IS SUGGESTED THAT DATA BE COLLECTED BY MEANS OF A QUESTIONNAIRE. NECESSARY PAB EVALUATION DATA INCLUDES REQUESTS, RESULTS, AND POLICIES.
