This report provides steps that law enforcement agencies can take regarding national implementation of a model performance measurement framework for drug law enforcement (DLE) practitioners.
Abstract
This report is a companion document to National Drug Law Enforcement Research Fund (NDLERF) Monograph Series No. 34 entitled 'Developing the Capacity and Skills for National Implementation of a Drug Law Enforcement Performance Measurement Framework', and presents guidelines that drug law enforcement (DLE) agencies can undertake regarding the national implementation of a model performance measurement framework. The report is divided into 10 sections that cover the following implementation issues: 1) why a DLE performance measurement framework is needed; 2) who is responsible for performance measurement and who uses it; 3) major steps to developing a sound measurement framework; 4) how long it will take to implement the framework; 5) resourcing; 6) change management issues; 7) future evaluation of the framework; and 8) key challenges for national implementation.
