This plan proposes the construction and acquisition of enough secure juvenile facilities, sheltered group facilities, and foster homes to allow the removal of all juveniles from South Carolina's jails by December 1985.
Abstract
Almost 5,000 juveniles are detained in South Carolina each year. This number includes about 1,800 juveniles awaiting adjudication and another 2,300 youths held temporarily while awaiting transportation to youth facilities following dispositional hearings. The majority of the preadjudicated juveniles require a secure or structured environment. The construction of six to eight group homes will make the greatest impact on the juvenile jail population. The current alternative placements include foster care, shelter homes, and runaway shelters. These facilities are either in full use or unsuitable for stays of only 4 hours to 10 days. The proposed facilities would be phased in starting in 1983. Pilot programs would be established first. After construction, the secure facility would cost from $1.6 to $2.5 million annually, and the shelter homes would cost $1.5 million each year. Appended form and tables.
