REFERENCE TEST TO ASSIST CORRECTIONS PROFESSIONALS AND OTHERS INTERESTED IN JUVENILE JUSTICE TO DEVELOP THEIR OWN CAPABILITIES FOR PLANNING AND IMPLEMENTING CHANGES.
Abstract
LOCAL NEEDS, OBJECTIVES, RESOURCES, AND PRACTICES ARE THE ELEMENTS FROM WHICH ANY SYSTEM MUST GROW. YET PLANNING FOR THE MOST EFFECTIVE UTILIZATION OF THESE ELEMENTS IS AN ART IN ITSELF. SYSTEMS, AND THE MEN THAT RUN THEM, MUST HAVE THE FLEXIBILITY TO LEARN FROM MISTAKES AND ADJUST TO CHANGING CIRCUMSTANCES. ON THIS BASIS THE TEXT DEALS WITH PREPARATION, CONCEPTS AND METHODS PERTINENT TO ALL ASPECTS AND PHASES OF PLANNING ACTIVITIES, AS WELL AS DETAILS IN THE SEQUENTIAL DESIGN OF PRE-DISPOSITION SYSTEMS. ALTHOUGH ATTENTION IS FOCUSED PRIMARILY ON THE DETENTION CENTER RELATED SERVICES AND ORGANIZATIONS ARE EXAMINED. FOR EXAMPLE, THE DIVERSION OF JUVENILES AT COURT INTAKE MAY REDUCE CROWDING IN THE DETENTION CENTER BUT IT WILL INCREASE THE CASELOADS OF OTHER HELPING AGENCIES. FOR THIS REASON, INTERAGENCY PLANNING IS REQUIRED. GOALS AND OBJECTIVES ARE DISCUSSED IN RELATIONSHIP TO THE RESOURCES, MANAGEMENT AND CONTROL ASPECTS OF THEIR IMPLEMENTATION. A SEPARATE SECTION IS DEVOTED TO THE DESIGN CONSIDERATIONS OF DETENTION CENTERS WHILE APPENDIXES INCLUDE MATERIAL ON SYSTEM SIMULATION PERFORMANCE EVALUATION AND DETERMINATION OF COSTS. (SNI ABSTRACT)
