DISCUSSES SELECTION OF THE PERSONNEL TO DO THE STUDY, SETTING OF OBJECTIVES, THE DYNAMICS OF DETERMINING NEEDS, PROBLEMS AND SOLUTIONS, AND THE TECHNIQUES FOR REALISTIC IMPLEMENTATION AND CHANGE.
Abstract
THE UNIQUE CHARACTER OF THE COURT INSTITUTION IS TAKEN INTO ACCOUNT IN THIS DISCUSSION OF THE STUDY PROCESS AND POSSIBILITIES. THE GENERAL OBJECTIVE OF A COURT STUDY IS CONSIDERED TO BE THE IDENTIFICATION AND ANALYSIS OF PROBLEMS AND NEEDS, THE DEVELOPMENT OF SPECIFIC PROGRAMS FOR CHANGE, THE DESIGN OF A PLAN FOR THE IMPLEMENTATION OF THESE CHANGES, AND THE MONITORING OF SUCCESSFUL IMPLEMENTATION. SAMPLE OBJECTIVES ARE OFFERRED AND CONSIDERATIONS INVOLVED IN PROPOSING REALISTIC CHANGE AND IMPLEMENTATION ARE DISCUSSED. THE USE OF STATISTICAL AND EMPIRICAL DATA IN PLANNING A STUDY IS DESCRIBED. EXAMPLES OF STUDIES DONE AND PROPOSED BY THE FEDERAL JUDICIAL CENTER ARE GIVEN.
