PLANS FOR DEALING WITH BOMB THREATS ARE SUGGESTED IN THIS SLIDE AND CASSETTE PROGRAM WHICH IS INTENDED FOR THE USE OF SECURITY PERSONNEL.
Abstract
THE INCREASING NUMBER OF BOMB THREATS RECEIVED EACH YEAR HAS CAUSED CONCERN AMONG SECURITY MANAGERS. EVEN THOUGH 90 PERCENT OF THE THREATS ARE HOAXES, A SEARCH FOR THE BOMB MUST BE CARRIED OUT. BOMB THREATS COME FROM A VARIETY OF SOURCES -- THE TERRORIST, THE MENTALLY DERANGED PERSON, A DISSATISFIED CUSTOMER, OR EVEN A CHILD WHO HAS NOTHING BETTER TO DO. TARGETS ARE GENERALLY BUILDINGS, EQUIPMENT, AND INNOCENT PEOPLE. THE SECURITY MANAGER SHOULD KNOW HOW TO DEAL WITH THREATS; A RESPONSE PLAN SHOULD BE DRAWN UP AND PERSONNEL TRAINED TO CARRY OUT THE PLAN. WHEN A THREAT HAS BEEN RECEIVED, THE FIRST STEP IS TO DETERMINE WHETHER THERE IS A POSSIBILITY OF THE EXISTENCE OF AN ACTUAL BOMB. CONSEQUENTLY, THE SWITCHBOARD OPERATOR WHO RECEIVES TELEPHONE CALLS MUST BE TRAINED TO KEEP A PERSON MAKING A THREAT ON THE LINE SO AS TO OBTAIN ALL POSSIBLE INFORMATION, THUS HELPING TO DETERMINE THE SERIOUSNESS OF THE CALL. FACTORS IN THE DETERMINATION OF WHETHER TO CALL IN THE POLICE OR FIRE DEPARTMENT INVOLVE THE ATTITUDE OF THE CALLER, POSSIBLE RECENT THREATS TO THE COMPANY, RECENT THREATS IN THE COMMUNITY, THE TIME OF DAY, AND POLITICAL AND LABOR CONDITIONS AT THE TIME OF THE THREAT. IF IT IS DECIDED THAT THERE MAY BE A BOMB, OBVIOUS PLACES SHOULD BE CHECKED FIRST, BUT THEN A SYSTEMATIC SEARCH OF THE AREA SHOULD TAKE PLACE. IT IS IMPORTANT TO REMEMBER THAT THE BOMB MAY NOT LOOK LIKE A BOMB AND THAT IT MAY BE BOOBYTRAPPED. WHEN THE BOMB IS FOUND, IT SHOULD NOT BE TOUCHED; THE SECURITY MANAGER SHOULD BE NOTIFIED, AND THE PEOPLE IN THE BUILDING EVACUATED CALMLY. PERSONS WITH EXPERTISE IN BOMB HANDLING CAN THEN REMOVE THE DEVICE. A PLAN MUST BE READY IN ADVANCE AND FOLLOWED WHEN BOMB THREATS ARE RECEIVED, BUT EFFECTIVE SECURITY WILL HELP TO DETER POTENTIAL BOMBERS.(BAC)
