THE HISTORICAL BACKGROUND OF COURT PLANNING ACTIVITY IS DESCRIBED AS WELL AS CURRENT PLANNING ACTIVITY SPURRED BY THE CRIME CONTROL ACT OF 1976. COURT JUDICIAL ROLES AND FACTORS AFFECTING PLANNING ARE NOTED.
Abstract
EARLY REFORM MOVEMENTS IN COURT PLANNING DESCRIBED INCLUDE POLICIES FOR COURT IMPROVEMENT THROUGH JUDICIAL COUNCILS, AND THE LATER STRENGTHENING OF ADMINISTRATIVE STAFF CAPABILITIES THROUGH THE CREATION OF STATE COURT ADMINISTRATOR OFFICES. THE IMPACT OF FEDERAL LEGISLATION AND FEDERAL FUNDING ON COURT PLANNING IS NOTED. CURRENT TRENDS IN COURT PLANNING ARE OUTLINED, AND THE ORGANIZATION OF STATE COURT PLANNING AND THE DYNAMICS OF COURT PLANNING AS EXEMPLIFIED BY THE SPECIFIC APPROACHES CHOSEN BY VARIOUS STATES ARE DEALT WITH. THE FINAL CHAPTER CONSIDERS DEMOGRAPHIC, ECONOMIC, POLITICAL-INTERGOVERNMENTAL, AND TECHNOLOGICAL TRENDS THAT MIGHT AFFECT THE DEVELOPMENT OF PLANNING. THE LAW, THE LEGAL PROFESSION, PUBLIC ATTITUDES TOWARDS THESE TWO FACTORS, AND THE CHANGING CONCEPTS OF COURT ORGANIZATION ARE ALSO CONSIDERED AS FACTORS AFFECTING PLANNING. CRITERIA FOR SHORT TERM ASSESSMENT OF COURT PLANNING ARE OUTLINED. THE APPENDIX CONTAINS SOURCES OF PLANNING INFORMATION. (AUTHOR ABSTRACT MODIFIED--DAG)
