This article examines present demographic trends and future projections to enable the manager and student of the American policing system to predict changes that will impact this system and to provide insight into the current policies and practices of law enforcement agencies and how they will change by the year 2000.
Abstract
Examining population changes as they pertain to the variables of age, race, and gender, this article speculates on the ways these changes now and in the future will affect crime and influence police management. Increasingly, police employees will represent minority, female, or senior citizens and will be better educated than their early 20th century counterparts. These demographic trends and other forms of change necessitate a "reconceptualization" of police management from an autocratic to a facilitative role. 4 tables and 21 references
