Presented as a journal article and an accompanying report, this analysis of the future funding of police agencies in California concludes that properly planned community foundations will have a significant impact on the funding of police programs by the year 2002.
Abstract
Information from a literature review, an expert panel's analysis of trends and probable future events, and an examination of three possible scenarios were used to develop a strategic plan and transition management guidelines for the city of Fresno, Calif. Results indicated that limitations on tax revenues will require efforts to develop alternative funding sources to address the expected increase in service demands during the next decade. In the future, community foundations will support many proactive police programs that would not exist without foundation support. Several proactive police programs are already receiving foundation funding. Tables, appended background information, reference notes, and 6 references
