This briefing paper summarizes the results of preliminary research on police cautioning of adult offenders.
Abstract
The paper is for information purposes only and does not contain any specific recommendations about the use of adult cautioning in Queensland. The paper contains a brief discussion of the cautioning programs currently operating or being tried in various States of Australia and in the United Kingdom, and highlights a number of issues commonly raised when discussing the merits of a cautioning program. The paper includes a detailed consideration of adult cautioning programs that target drug offenders. This reflects the fact that drug offenses (particularly those involving cannabis) are a major focus of most current cautioning programs and those under trial in Australia. In addition, a number of Queensland groups have expressed an interest in the use of cautioning for minor drug offenses. Notes
