LAW ENFORCEMENT COMMUNICATIONS OPERATIONS AND PROCEDURES FROM THE PERSPECTIVES OF LARGE, MEDIUM, AND SMALL POLICE DEPARTMENTS.
Abstract
THE FIRST PART OF THE BOOK TRACES THE HISTORY OF COMMUNICATIONS FROM THE FIRST USES OF ELECTRICITY TO THE PRESENT STATE OF THE ART. IN ADDITION, TERMINOLOGY PECULIAR TO THE COMMUNICATIONS INDUSTRY IS DESCRIBED. A SIMPLIFIED DISCUSSION OF COMMUNICATIONS TECHNICAL THEORY IS INCLUDED IN THIS SECTION. PART II CONCENTRATES ON THE PLANNING AND OPERATION OF A MODERN POLICE COMMUNICATIONS FACILITY. BEGINNING WITH A SUMMARY OF CURRENT FEDERAL COMMUNICATIONS COMMISSION (FCC) RULES AND REGULATIONS, THE READER IS THEN INTRODUCED TO COMMUNICATIONS EQUIPMENT PRESENTLY AVAILABLE AND CRITERIA FOR EVALUATING SUCH EQUIPMENT. THE MODERN COMMUNICATIONS FACILITY IS EXPLORED, WITH THE ACCENT ON PLANNING, PHYSICAL FACILITIES, AND OPERATIONAL PROCEDURES AND GUIDELINES. SELECTED POLICE COMMUNICATIONS CENTERS, INCLUDING NEW YORK, CHICAGO, AND WASHINGTON, D.C., ARE USED FOR ILLUSTRATION. ONE OF THE CHAPTERS IN THIS SECTION PRESENTS DETAILED PROCEDURAL AND OPERATIONAL GUIDELINES FOR THE PLANNING AND EVALUATION OF COMMUNICATION SYSTEMS. THE FINAL SECTION IS CONCERNED WITH DATA PROCESSING TECHNIQUES AND SYSTEM CAPABILITIES. THE RELATIONSHIP BETWEEN POLICE COMMUNICATIONS AND SECURITY CONSIDERATIONS IS EXAMINED WITH EMPHASIS ON TELEPHONE AND RADIO SURVEILLANCE PROCEDURES. (SNI ABSTRACT)
