This textbook provides an overview of police-community relations (PCR) and the factors influencing them.
Abstract
Following a historical review of the evolution of PCR, a systems analysis of the justice community is presented. The distinction between PCR and police-public relations is examined, and the purposes of PCR activities and their relation to crime prevention are discussed. Examples of existing PCR programs are provided. Psychological factors influencing PCR also are considered. The police role is examined, and sources of stress and stress management techniques are identified. The communication process is described, and blocks to effective communication are delineated. Issues relating to police discretion also are addressed. Guidelines are provided for police-media relations. Police relations with the young, the elderly, and ethnic minorities also are discussed. Dissent is discussed, and conflict management and hostage negotiation skills are described. Finally, community control of police is considered, and two types of community control are outlined. Appendixes discuss professionalism, provide case studies, and list Peelian principles and constitutional amendments. Chapter summaries, objectives, references, and index.
