This report presents statistics on complaints and commendations received by the police of England and Wales during April 1996 through March 1997, as well as information on police discipline and the numbers of people who died in police custody.
Abstract
The police received 22,500 complaints in 1996-97, a decline of 4 percent from 1995-96. The police also received 59,500 commendations during the same period. Eight hundred thirty-four complaints were substantiated, an increase of 11 percent for the previous year. More than half involved a failure of duty; nearly one-fourth concerned had to do with behavior. Thirty-two percent of the complaints were resolved informally; a further 39 percent were withdrawn. Disciplinary charges were proved against 377 police officers. As a result, 77 officers were dismissed or required to resign. Fifty-seven people died in police custody or otherwise in the hands of the police in 1996-97, an increase of 14 percent from the previous year. Figures, tables, and notes
