A review of complaints and discipline charges against police officers in England and Wales during the period from April 1, 1997, to March 31, 1998, revealed 22,100 complaint cases were received by the police, 2 percent less than in 1996-1997.
Abstract
About 34 percent of complaints dealt with in 1997-1998 were informally resolved, and a further 38 percent were withdrawn or dispensed with. A total of 9,832 complaints required investigation in 1997-1998, 9 percent less than in 1996-1997. In addition, 847 complaints were substantiated in 1997-1998, 2 percent more than in 1996-1997. The number of complaints substantiated was 9 percent of those investigated. Half involved failure in duty and more than a quarter concerned oppressive behavior. Disciplinary charges were proven against 448 police officers in 1997-1998, resulting in 123 police officers being dismissed or required to resign. About 25 percent of disciplinary charges related to complaints made by the public. 6 notes, 12 tables, and 5 figures
