Abstract
ALL CITED DOCUMENTS HAVE BEEN SELECTED FROM THE NCJRS DATA BASE AND INCLUDE BOOKS, JOURNAL ARTICLES, TECHNICAL REPORTS, AND RESEARCH PAPERS. DOCUMENTS ARE PRESENTED IN ALPHABETICAL ORDER BY AUTHOR IN SEVERAL CHAPTERS. THE OVERVIEW SECTION LISTS DOCUMENTS THAT PROVIDE AN INTRODUCTION TO THE ISSUES INVOLVED IN CONSOLIDATION, WHILE THE SECTION ON TOTAL CONSOLIDATION CITES PROGRAM AND EVALUATION REPORTS OF CONSOLIDATED LAW ENFORCEMENT SERVICES.
