This report examines data and trends in workforce size, personnel compensation, and expenditures for police, fire, and refuse collection departments in U.S. municipalities 10,000 and over in population.
Abstract
The analysis is based on a 1987 survey conducted by the International City Management Association. Respondents consisted of 1,334 police, 1,151 fire, and 1,382 refuse departments. Survey data revealed that entrance salaries for all fire, police, and refuse personnel increased between 25.2 and 26.6 percent since 1982. Aggregate personnel expenditures for reporting cities represented 86 percent of total police expenditures, 89.8 percent of total department expenditures, and 55.4 percent of total refuse expenditures. The figures also showed a slight decrease in the aggregate number of police employees since 1986. The report provides data on full-time and civilian/nonsworn personnel salaries, hours of work, entrance salaries, and annual base salaries. Expenditure statistics consider retirement and insurance benefits as well as salaries. Trends between 1982 and 1987 are examined. Tables.
