Abstract
SINCE BEGINNING PUBLIC SAFETY OFFICER TRAINING IN 1971, THE CITY OF DURHAM, WITH AN APPROXIMATE POPULATION OF 100,000, HAS CONSOLIDATED POLICE-FIRE FUNCTIONS THROUGHOUT 75 PER CENT OF ITS AREA. THIS ACTION HAS ENABLED THE CITY TO SATISFY ITS POLICE AND FIREFIGHTING NEEDS WHILE EFFECTING PERSONNEL AND MONEY SAVINGS AND HAVING A FAVORABLE INFLUENCE ON OFFICER MORALE AND POLICE-COMMUNITY RELATIONS AS WELL. THE RECOMMENDATIONS PRESENTED COVER SUCH TOPICS AS INITIAL PLANNING, GAINING PERSONNEL AND PUBLIC SUPPORT, RECRUITMENT, TRAINING, AND OPERATIONS MANAGEMENT.
