Abstract
A PROGRAM TO CURB UNNECESSARY USE OF FORCE BY POLICE ADDRESSING BOTH SOCIAL AND PERSONALITY FACTORS THROUGH PREVENTIVE AND REACTIVE TACTICS IS PROPOSED. THE PROGRAM MAKES USE OF CIVILIAN COMPLAINT REVIEW BOARDS, ACTION REVIEW PANELS, FIREARMS DISCHARGE REVIEW BOARDS, AND SUGGESTS IMPROVEMENTS IN FIREARMS TRAINING, SOCIAL SCIENCE TRAINING, ORDERS LIMITING THE USE OF FIREARMS, EARLY WARNING SYSTEMS, AND PERSONNEL REVIEW PANELS.
