The nature of juvenile problems in Belmont, Mass., and police handling of these problems were studied from December 1980 to December 1981.
Abstract
The study included a review of statutory and constitutional issues relevant to processing juveniles through the juvenile justice system and collecting data from the police, courts, probation office, and the schools. The relevance of national juvenile justice standards for police was examined. Policy recommendations were made to help improve the performance of the Belmont Police Department in handling juveniles. Findings were reported and recommendations made in several areas, including the role of juvenile officers, prosecution of juvenile cases, letters of warning, and police relationship with the schools. Other areas covered are field interrogation and/or observation cards, police response to groups of youths, diversion, the police procedures manual, and physical space in the police station. Footnotes are given. Appendixes include seven tables and the procedures manual developed as a part of the study.
