PRIMARILY THEORETICAL DISCUSSION OF CAUSES AND EFFECTS OF GROWTH AND CHANGE WITHIN A POLICE FORCE, MEANS OF PREDICTING GROWTH AND CHANGE, AND ARCHITECTURAL METHODS OF ACCOMDATING THEM WITHIN THE FORCE'S HEADQUARTERS.
Abstract
THE AUTHOR CONCLUDES THAT ARCHITECTURAL PLANNING SHOULD BEGIN WITH ASSESSING THE IMPACT OF FIVE FACTORS OF CHANGE AND GROWTH: POPULATION, CRIME, ACREAGE, ROAD MILEAGE, AND WORKING HOURS. GROWTH AND CHANGE SHOULD THEN BE PREDICTED BASED ON THE ABOVE ASSESSMENTS AND ANY OTHER INFLUENCING PRESSURES. THE RESULTANT PLAN SHOULD ALLOW FOR ALL FUTURE GROWTH AND CHANGE AND SHOULD INCLUDE MEANS FOR BOTH ADAPTABILITY AND FLEXIBILITY. IN HIS DISCUSSION THE AUTHOR TOUCHES ON SUCH CONCERNS AS INDIVIDUAL BUILDING INTERIOR DESIGN, LAYOUT PATTERNS FOR MULTIPLE BUILDINGS, AND BUILDING AND/OR EQUIPMENT OBSOLESCENCE. HE RECOMMENDS THE DEVELOPMENT OF ECONOMICAL STRUCTURAL SYSTEMS AND DEMOUNTABLE PARTITIONS WHICH COMBINE SOUND INSULATION WITH EASY REPOSITIONING.
