REPORT OF AN INVESTIGATION, CONDUCTED ON BEHALF OF THE EALING COMMUNITY RELATIONS COUNCIL, INTO COMPLAINTS OF ASSAULT, INTIMIDATION, HARASSMENT AND SEARCH WITHOUT WARRANT MADE BY IMMIGRANT RESIDENTS AGAINST THE POLICE.
Abstract
THE POLICE-IMMIGRANT RELATIONS PROBLEM IS BROADLY CHARACTERIZED AS A CONFLICT BETWEEN 'COLOURED' MINORITIES (COMPOSED OF INDIANS, WEST INDIANS, PAKISTANIS AND AFRICANS) AND THE WHITE MAJORITY GROUP OF EUROPEAN ORIGIN. TWELVE CASE STUDIES ARE PRESENTED WHICH DEMONSTRATE THE TYPES OF COMPLAINTS CITED ABOVE. THESE ARE FOLLOWED BY COMMENTS FROM THE POLICE AND JUSTICES OF THE PEACE WHICH ARE REPRESENTATIVE OF THE ATTITUDES OF THOSE RESPECTIVE GROUPS. THE AUTHOR'S FINAL ANALYSIS OF ALL OF THE ABOVE COMMENTARY REVEALS EVIDENCE OF POLICE BRUTALITY AND PARTIALITY AGAINST THE IMMIGRANT COMMUNITY, AND OF CLEAR SYMPATHY ON THE PART OF JUSTICES FOR THE PROSECUTION CASE ESPECIALLY WHERE IT INVOLVES CHARGES OF ASSAULT OR INSULTING BEHAVIOR AGAINST THE POLICE. THE AUTHOR RECOMMENDS SUCH CORRECTION ACTIONS AS REVISING THE COMPLAINTS PROCEDURE, REVISING THE SELECTION PROCESS FOR JUSTICES OF THE PEACE, ESTABLISHING A NEIGHBORHOOD LAW CENTER OFFERING FREE LEGAL SERVICES, AND ENCOURAGING RESPONSIBLE MINORITY LEADERSHIP AND POLICE-IMMIGRANT DIALOGUE.
