THESE FIVE REGIONAL SEMINARS DESIGNED FOR EXECUTIVE LEVEL PERSONNEL WERE DEVELOPED BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE (IACP) AND WERE CONDUCTED BETWEEN OCTOBER 1975 AND MARCH 1976.
Abstract
THE PURPOSE OF THE SEMINARS WAS TO INTRODUCE PARTICIPANTS TO DYNAMIC CRIMINAL JUSTICE MANAGEMENT TECHNIQUES, THEREBY IMPROVING THEIR MANAGERIAL KNOWLEDGE AND SKILLS, ENHANCING THEIR EFFECTIVENESS AS MANAGERS OF POLICE AGENCIES, AND PREPARING MID-MANAGEMENT FOR GREATER RESPONSIBILITIES IN THE FUTURE. MAJOR EMPHASIS IN THE PROGRAMS WAS ON LEADERSHIP, HUMAN RELATIONS, AND ADMINISTRATIVE PRINCIPALS AND SKILLS ESSENTIAL TO MANAGERIAL COMPETENCE AND EXPERTISE. SEMINAR LOCATIONS WERE BASED UPON THE REGIONAL CONFIGURATION OF THE IACP'S DIVISION OF STATE AND PROVINCIAL POLICE - MOUNTAIN PACIFIC, NORTH CENTRAL, SOUTHERN, AND NORTH ATLANTIC. EACH REGION HAD ONE TWO-WEEK SEMINAR. THE FIFTH SEMINAR, OF FIVE AND ONE-HALF DAYS, WAS HELD IN A REGION COMPATIBLE TO THE MAJORITY OF SUPERINTENDENTS AND OTHER CHIEF EXECUTIVES ATTENDING. THE SEMINAR EVALUATIONS WERE BASED ON PARTICIPANT ASSESSMENTS, PRE-AND POST-MEASURES OF ATTENDEE ATTITUDES, SKILLS, AND AWARENESS, AND FIVE AND SIX MONTH PARTICIPANT FOLLOWUPS. A TOTAL OF SEVEN EVALUATION QUESTIONNAIRES OR DATA COLLECTION FORMS WERE UTILIZED AND A SAMPLE OF EACH IS INCLUDED. PROJECT CORRESPONDENCE, PROGRAM DATA, AND DETAILS OF REGIONAL PROGRAMS (INCLUDING PROGRAM OUTLINES, FACULTY LISTS, AND PARTICIPANT ROSTERS) MAKE UP THE BULK OF THIS REPORT.
