SUMMARY OF A STUDY OF POLICE PATROL ACTIVITIES IN ONTARIO, CALIFORNIA, AND RECOMMENDATIONS REGARDING A MORE EFFICIENT UTILIZATION OF POLICE MANPOWER.
Abstract
KINDS OF ACTIVITIES POLICE OFFICERS WERE NORMALLY INVOLVED WITH AND PERCENTAGE OF PATROL TIME THESE ACTIVITIES REQUIRED WERE ASCERTAINED. SOME OF THESE ACTIVITIES COULD BE HANDLED MORE EFFICIENTLY OR DROPPED ENTIRELY. COST, TIME OF RESPONSE, ADEQUACY IN MEETING COMMUNITY NEEDS, SOCIAL PROBLEMS, OR SPECIAL PROBLEMS OF IMPLEMENTATION WERE CRITERIA BY WHICH RECOMMENDATIONS FOR POSSIBLE ALTERNATIVE MEANS OF HANDLING PATROL ACTIVITIES WERE JUDGED. AREAS NEEDING PROCEDURAL CHANGES INCLUDED THE POLICE VEHICLE WASHING, VACATION HOUSE CHECKS, BICYCLES, MOTOR VEHICLE VERIFICATION, MAIL AND TELEPHONE PROCEDURES, BRIEFINGS, NOTIFICATIONS, ANIMAL CONTROL, AND FAMILY DISTURBANCES. PERT MILESTONES PROVIDE A DESCRIPTION OF THE PROCEDURAL STEPS TAKEN IN THE COMPLETION OF THE STUDY. APPENDED MATERIAL INCLUDES SAMPLES OF THE MATERIALS USED IN CARRYING OUT THE PROJECT.
