Abstract
The first few sections introduce the characteristics of emotionally disturbed and mentally ill persons, outlining characteristics and potential indicators of these conditions. Another section discusses substance abuse, situational problems, and medical causes in relation to emotional disturbances. A description of the New York State Mental Hygiene Law and its applicability to police interaction with emotionally disturbed or mentally ill persons is followed by chapters on police information gathering and assessment and interventions in high-risk and low-risk situations. The reason for and elements of documentation are examined, and liability issues arising from failure to follow the Mental Hygiene Law statutory procedures are reviewed. 4 charts and 1 appendix
