Annotation

The Police Department in Rolling Meadows (Illinois) developed an innovative neighborhood program in an effort to slow down calls for service from the East Park Apartment Complex, home to about 2,500 Hispanic residents.

Abstract

The Police Neighborhood Resource Center (PNRC), which opened with strong support from city department heads, provides a constant police presence in the area to both work with and help residents rather than sending officers only to respond to trouble. Area social service agencies and various community resources also are involved. The goal is for the police department to turn the center over to the social service agencies and schools in five years. This will leave the police department free to open a new center in another problem area. Timothy Lonergan, PNRC Commander, describes the shift from reactive to proactive policing as a challenge. He advises other departments who want to use a similar approach to obtain the community's support before going into the problem area.
