Twenty-nine male police managers from 4 municipal forces in Canada were interviewed concerning the factors they would emphasize in defining and evaluating police effectiveness. After their interviews, each manager completed a questionnaire reflecting the different sets of criteria underlying basic organizational effectiveness models.
Abstract
The models studied here included the rational goal model, human relations model, open systems model, and internal process model. The managers mentioned a number of criteria that were logically related to each of these models. As a group, they recognized the value of going beyond traditional police performance measures and the relevance of a multiple-indicator approach in assessing police organizational effectiveness. However, most managers mentioned only one or two indicators under any given model and few touched upon the most important means and ends criteria identified by the researcher. 2 tables and 20 references
