Abstract
BASED UPON DATA GATHERED FROM OFFICERS OF THE WASHINGTON, D.C., METROPOLITAN POLICE DEPARTMENT, AND THE ANALYSES PRESENTED, WE MAY CONCLUDE THAT VICTIMLESS CRIMES SUCH AS NUMBERS RUNNING, SUNDAY LIQUOR SALES, PROSTITUTION, ETC. ARE PERCEIVED BY THE POLICE AS A CLUSTER DISTINCT FROM OTHER TYPES OF OFFENSES. IN ADDITION, THE MAJORITY OF OFFICERS TENDED TO ENDORSE THE LEGALIZATION OF GAMBLING AND PROSTITUTION.
