Abstract
The police are not a blind instrument of law enforcement, but modulate the law by taking into account particular circumstances and the demands of their own consciences. Police resistance to certain clauses of the new Canadian legislation concerning minors could prove paralyzing, but other provisions probably will be effective because of police support. Consequently, judicial administrators must understand the attitudes of their own agencies and provide information, guidance, and followup in applying new laws. Tables and 10 references are supplied.
