This manual provides smaller law enforcement agencies with a practical reference to policies and procedures that provide clear direction without limiting employees' discretion in day-to-day operations.
Abstract
Policies and procedures delineate major roles, responsibilities, and relationships with other agencies. Operational guidelines cover criminal investigation and crime scene protection, pursuit driving, disaster operations, foot patrol, and management of a variety of incidents ranging from barricaded suspects and bomb threats, through domestic violence, to stolen bicycles and annoying telephone calls. A separate chapter examines traffic management and enforcement issues including accident investigation, stolen vehicles, drunk driving arrests, and traffic control equipment. Policies and procedures for operations support cover organization and duties, media relations, warrant processing, and the position of evidence technician. Finally, a variety of auxiliary services are considered, including crime reporting, dispatch, and communications.
