Abstract
"Blue Sky Thinking" argues against law enforcement agencies incurring the cost of building and maintaining a fleet of unmanned aerial vehicles and in favor of leasing them instead. "The Road to Recovery" profiles the work of the United Kingdom's (UK's) Vehicle Crime Intelligence Services, a law enforcement unit that works nationwide and internationally in countering organized crime's theft of high-value vehicles for shipping overseas. "Digital Dependency" describes the UK's Guernsey Bailiwick's development of its digital forensics capabilities in countering sophisticated financial crimes. "Street Smarts" examines the evolution and current status of mobile data solutions for beat officers in the UK, United States, and Australia. The cover feature, "Watch Closely," notes that the tension between the need for law enforcement's surveillance and the public's desire for privacy is eroding public trust in law enforcement agencies as they continually attempt to upgrade their surveillance capabilities to detect crimes and identify criminals. The article notes the need to develop a legal framework that is continually updated to address parameters for law enforcement investigators, particularly in surveillance of the public's activities in the ever-changing digital world of communications and social interactions.
