EIGHTY-TWO BOOKS, JOURNAL ARTICLES, AND REPORTS OF FEDERAL AND STATE INITIATIVES PUBLISHED BETWEEN 1970 AND 1977 ARE ARRANGED ALPHABETICALLY BY AUTHOR.
