AUTHORITIES FOR SOCIAL CONTROL CONSTITUTE A SYSTEM OF SELECTIVE FILTERS WHICH SUBSTANTIALLY INFLUENCE THE PRODUCTION OF CRIMINAL STATISTICS AND CONSEQUENTLY THE MAKEUP OF THE PART OF THE POPULATION DEFINED AS CRIMINAL.
Abstract
THERE HAS BEEN A LACK OF EMPIRICAL INVESTIGATIONS WHICH HAVE SYSTEMATICALLY EXAMINED THE COURSE OF THE CRIMINAL PROSECUTION PROCESS THROUGH THE VARIOUS CONTROL AUTHORITIES BY MEANS OF A LARGE NUMBER OF CASES. IN PARTICULAR, INVESTIGATIONS OF THE ROLE OF THE PUBLIC PROSECUTOR'S OFFICE, WHICH IS OF SPECIAL SINGIFICANCE IN THE WEST GERMAN SYSTEM OF CRIMINAL PROSECUTION, ARE LACKING. IN THE PRESENT WORK, AN ATTEMPT IS MADE TO EXAMINE SOME OF THE QUESTIONS WHICH HAVE COME UP BY MEANS OF AN EMPIRICAL ANALYSIS OF A TOTAL OF 14,626 INDIVIDUAL CASES WHICH WERE SENT ON TO THE PUBLIC PROSECUTOR'S OFFICE BY THE POLICE AS SOLVED.
