AN EXPLANATION OF THE IMPORTANCE OF POLICE RECORDS, AN OUTLINE OF BASIC FORMS, AND INSTRUCTIONS FOR FORM COMPLETION AND FILING PROCEDURES.
Abstract
THREE GOALS FOR PROPERLY MANAGED POLICE RECORDS ARE CITED. THEY INCLUDE A COMPLETE RECORDS SYSTEM WITH A MINIMUM OF DIFFERENT FORMS, ACCESSIBILITY OF INFORMATION TO DEPARTMENT PERSONNEL ON A TWENTY-FOUR HOUR BASIS, AND A UNIFORM SYSTEM. BENEFITS AND USES FOR POLICE RECORDS ARE DISCUSSED AND GENERAL GUIDELINES FOR WRITTEN POLICE REPORTS ARE INDICATED. SPECIFIC INSTRUCTIONS ON FORMS NEEDED FOR THE POLICE RECORDS SYSTEM AND ON HOW TO COMPLETE AND UTILIZE THESE FORMS ARE GIVEN. AMONG THE FORMS INDICATED ARE THE DAILY POLICE ACTIVITY RECORD, THE DESK COMPLAINT CONTROL CARD, THE FIELD INCIDENT REPORT, A RECORD OF PROPERTY RECEIVED, THE ARREST AND BOOKING RECORD, AND THE OFFICERS' DAILY REPORT. SAMPLE FORMS ARE GIVEN FOR EACH COMPONENT OF THE RECORDS SYSTEM. FILING PROCEDURES FOR THESE REPORTS ARE DESCRIBED. APPENDIXES INCLUDE TABLE OF OFFENSES, INCIDENTS, AND REPORT FORMS, A SECTION ON TRAFFIC ACCIDENT REPORTING, AND A SUGGESTED POLICY ON RELEASE OF POLICE INFORMATION TO THE NEWS MEDIA.
