THE VARIOUS STAGES OF STATISTICAL ANALYSIS NEEDED TO EVALUATE AN AGENCY'S PERFORMANCE ARE APPLIED TO THE POLICE SERVICE IN THE CITY OF LOS ANGELES.
Abstract
ESTIMATION OF A POLICE AGENCY'S OUTPUT REQUIRES DEVELOPMENT OF AN EXPECTED-CRIME EQUATION, ESTIMATION OF AN INDEX OF PREVENTED CRIME IN THE COMMUNITY ON THE BASIS OF THE EXPECTED-CRIME EQUATION, AND ESTIMATION OF OUTPUT BY COMBINING THE INDEXES OF PREVENTED CRIMES AND ARRESTS. THE REAL RESOURCE INPUTS REQUIRED TO PROVIDE THE OUTPUT ARE ESTIMATED I.E., THE ESTIMATION OF A POLICE PRODUCTION FUNCTION. LABOR AND CAPITAL ARE CONSIDERED THE MOST IMPORTANT REAL RESOURCE INPUTS. COMBINING INPUT AND OUTPUT, THE REPORT CONCLUDES THAT INCREASING THE REAL RESOURCES MADE AVAILABLE TO THE POLICE AGENCY WILL INCREASE ITS OUTPUT.
