Social change in India requires corresponding changes in police attitudes and training.
Abstract
The Gore Committee on Police Training was appointed by the Indian Government in 1971 and has identified shortcomings and needs of the law enforcement training programs of State police forces. There is a need for continuing in-service education of officers with several years experience. Training should emphasize basic knowledge in the social and behavioral sciences and the dynamics of human relationships to improve police attitudes and performance in the community service aspects of their work. In addition, police administrators should be trained in contemporary managerial skills, including human resource utilization. An important aim of police training should be to provide a motivational environment for cultivating integrity and dedication in job performance. The Committee's recommendations have resulted in better awareness of training needs, and implementation efforts have received better cooperation and provision of funds. A total of 24 references are given.
