A SYSTEMATIC EXAMINATION OF THE PRESENT STRUCTURE OF THE VICTORIA (AUSTRALIA) POLICE FORCE IN REGARDS TO THAT FORCE'S CAPABILITIES FOR DEALING WITH ANTICIPATED FUTURE AGGRAVATIONS OF SOCIAL AND CRIMINAL PROBLEMS.
Abstract
THIS STUDY EVALUATES THE PROFESSIONAL STANDARDS OF THE VICTORIA POLICE FORCE, PARTICULARLY THE TRAINING METHODS, MANPOWER DEPLOYMENT, AND PROMOTION POLICIES. THE RELATION BETWEEN POLICE BRUTALITY AND CORRUPTION AND POLICE TRAINING AND PAY. THE AUTHORS CONCLUDED THAT UNJUST POLICE WAGE AND SALARY CONDITIONS MAXIMIZED THE CHANCE OF POLICE CORRUPTION, THAT INADEQUATE POLICE TRAINING INCREASED THE CHANCES THAT POLICE WOULD NOT BE ABLE TO HANDLE DEMONSTRATIONS AND PROTESTS WITH RESTRAINT AND UNDERSTANDING, AND THAT INEFFICIENT POLICE MANPOWER DEPLOYMENT WOULD INCREASE THE CHANCES OF POLICE INDISCRETIONS. OTHER SUBJECT AREAS INCLUDE COMMUNITY ATTITUDES TOWARDS THE POLICE, RESIGNATIONS FROM THE FORCE, AND THE TRAINING OF POLICE EXECUTIVES.
